Although copyright owners are known for taking extreme measures to fight piracy, the case of authorities creating a “pirate” honeypot is really exceptional. However, Portugal became the first country where a co-operation between the Ministry of Culture and the country’s entertainment industry led to a protocol calling for creating such a honeypot for scaring illegal downloaders.
If you don’t know, the term “honeypot” is widely used among file-sharers in order to describe websites and networks specifically created in order to lure Internet users into downloading copyrighted content. Although this label is usually applied to all suspicious looking websites, the existence of true honeypots has never been proved. Many people have alleged that pay-up-or-else lawsuits against them resulted from .torrent files uploaded or seeded on purpose by the rights owners themselves. However, this hasn’t been proven either.
Meanwhile, no-one can say that it means honeypots are a myth. Actually, Portugal has confirmed their existence recently, when approving of agreement between the country’s Phonographic Association and the General Inspection of Cultural Activities.
The agreement in question was announced a couple weeks ago as a part of the effort to fight piracy under which pro-copyright outfit would provide some “anti-piracy” training to the inspection officers from the Ministry of Culture. However, the actual text of the protocol was never released, which makes the Portuguese Pirate Party believe that there’s something more. And they made no mistake, as the agreement turned out to promote a mentioned honeypot scheme. In fact, the music industry agreed to grant the authorities the right to upload copyrighted files to file-sharing networks in order to create traps designed to gather the IP-addresses of illegal file-sharers. Those who get caught by this honeypot scheme should expect a warning from their ISP, which may cause a disconnection because of a breach of the terms of service. Meanwhile, the sad thing about all this is that the evidence collected by the government isn’t very solid – it is supposed to only rely on screenshots indicating what kind of illegal material is being sharing.
As the Portuguese government claimed, the main purpose of the co-operation is to influence public opinion through the media.

Thanks for the read sam
If they are going to make a site that will track all IP's then that can easily be avoided by just using proven sites we know we can trust such as ET.com
If they are going to upload files to original websites however, that could cause problems, but still, if people are safe and only download from users proven to be trusted, all will be ok
True man! However it still ****** me off that they would do such a thing, damn them, using scare tactics the whole thing is just not right!

When Ar wa a lad many moons ago this was known as entrapment and all evidence gained by such means was invalid and could also result in prosecution of the perpetrator. Thanks again Sam.
So Have I this correctly? They have permission from the copyright holders to make available copyrighted material for people to download and then call the the down loaders pirates and expect to be cut off from their ISP's due to illegal downloading of copyrighted materials; but how can the copyrighted material be illegally downloaded since the copyright holders gave permission for the web site to allow again people to download this copyrighted material?
I am confused? are you?
As Portugal is a corrupt country, and the government as a lot of interest because the members all have enterprises in this industry is normal that they do that... but they dont care about serios criminals, instead, they create laws to protect serious criminals like paedhophiles, robbers... I'm portuguese and I know at I'm talking about, ask the government about the corruption crimes made by the prime minister or the crimes commited by some of the richest like FC Porto chairman Pinto da Costa accused of more than 100 crimes and escape in all of them, just because he has a lot of friends in government and he have the most dangerous criminals in Oporto city as bodyguards...ask the portuguese government, why, they don't do nothing about serious crimes but bother with sharing or parking in some places...the answer is easy, the sharing people and the drivers are easy to get money from...

carlbandit- If think even for a second that ET is a safe site, then you better learn what a safe site is... When you download something off this site, check your tracker info... It does NOT say Extra Torrent... This is a public site.. which means it is connected thru a number of other pubic tracker sites for the files that show up here. Just because you or i share a torrent, does not mean all the people seeding are JUST members of THIS site... that is why you see Demoniod, or The Pirate Bay or Nemesis1337x.org or exodus... because that is where the main link for the file is coming from. I will tell you this, I ONLY download from here and 2 PRIVATE SITES... I used to have a VPN but they refused my service this year because of too many DCMI Violations... EVERY SINGLE ONE WAS FROM A FILE FROM THIS SITE... I've also gotten the same violations from my host IP, Verizon in the past. There is a site or person connected to the ET community that is reporting our IP Addresses, until ET does something or someone else does something to out the individual's, I will not seed back to ET after downloading the files... So far this measure has worked for the last 6 months, NO VIOLATIONS, They all stopped....

Anyone that downloads those files are not breaking any laws. The copyright holder can do anything they what with their copyrighted material, They can sell it, rent it or they can give it away. If the copyright owners are allowing their copyrighted files to be uploaded to file-sharing networks they are choosing to give that material away. If you stand outside with a big box filled with money and tell everyone that passes by to help themselves you can't turn around and have them charged with theft afterwards.

Sorry for saying this but when I saw the comment from SLBDarkAngel I ROFL !! I'm dutch and I live in the beautiful city of Porto since 1990 ( I'm from the also beautiful city of Amsterdam ) I speak a very decent portuguese and also I have a very good comprehension and I consider myself well aware of what's going on this country, by that I just want to say that a comment like that is awfull, stupid and a lie pure and simple. My favourite team in Portugal is FC Porto for all the right reasons ( Ajax in hometown ) for what I've heard and read the chairman of FC Porto was accused not by the regular courts but by a entity within the portuguese soccer federation , by the regular courts he was proved innocent. In my opinion the soccer team whom this user proudly uses as is user tag in this forum ( SLB = Sport Lisbon Benfica ) is a hell of a lot corrupt and dubious and I'll give this recent example: 2 players from FC Porto and 3 from Braga were suspended for video feds for being agressive against security of the opposing team, they were suspended for months efective immediate, and Benfica's head coach mister Jorge Jesus punched a player after a match live in front of everybody and filmed by TV and months have passed but he still is unpunished , dubious hunh?!? Sorry for off-topic now on topic I think that this measure is not going to work because it has no legal binding if you think a little.
