The military of the United States is allowed to act preemptively in the event of detection of an imminent threat of hacker attack. Meanwhile, a presidential executive order is “while we wait for Congress to act”.
US Defense Secretary has issued a warning that some unnamed actors were trying to target computer control systems responsible for chemical, electricity and water plants in the country, as well as those operating transportation. It is not clear why China is training actors to hack American infrastructure – maybe the country wants to use the Academy Awards to cover for the attack.
The Defense Secretary claimed that he knew of certain instances where hackers have successfully gained access to the control systems, developing advanced instruments in order to attack the above mentioned systems and cause panic and destruction, and sometimes even the loss of life. Right now, the hackers can go as far as to derail passenger trains, shut down the power grid or even contaminate the water supply throughout the country.
It turned out that in the private sector almost no companies have invested in basic cyber security. The country had to make large investments in cyber forensics in order to identify where the attacks originate, and now it is seeing returns on them.
According to the Defense Secretary, the mission of the Department of Defense is to protect the country, so it should be ready to respond to the intrusions. However, this pre-emptive action can only happen under certain, dire scenarios.
In case the American military finds out an imminent threat of attack, which may cause considerable physical destruction in the country or kill the US citizens, they will need an option to respond with action against people who would attack them.

|What I don't understand is that we hear, read, and see things about all of the "hacktivist" groups such as Anonymous fighting for the rights, liberties, and safety of civilians no matter which country they hail from, yet something like this - which could VERY likely cause innocent persons to die in many horrible ways - begs the question why, if they're "hacktivists", do they not step in to use their [amazing] computer skills to stop this before it gets to a point of no return and we end up having a global nuclear war (i.e., World War III)?|
Even if they're against the United States, its military, its military presence in other countries, and other portions of the government, they have been very open to say they fight for what's right. Well, what's "right" is not letting innocent civilians die needlessly.

|Here's what I think. People get paid for breaking into systems whether it be military or private sector. I didn't know that the computer system that operates the water ways and damns are on the same internet system of what we are on. I think not. That is just asking for trouble. A separate system I believe they have for communicating to other cities or emergency stations but to have the whole system on one massive computer to be compromised is just idiocy. I'm saying "if" that is the case then I say, why are they surprised if it is plausible to break into? That to me is not a military trying to prevent but a judicial system trying to make money and politicize. Pretty soon we'll be paying just to get on a site. I mean every site, like the cable channels.|

|I think a little sense is required here,1:Hacktivists are doing what they do to secure a free internet without the corporate fascism expounded by the Americans who would police what we say and do on the Internet.|
2:The Americans are that paranoid that after spying on China and Russia since before the Internet was open to the Public via the WWW they now wish to police and control the medium via controls and monitoring by their own Cyber police to control what we see and do and in effect be our Big brother which is an Orwellian nightmare.
The only problem with the Americans attitude is they think they can on the premise of file sharing or red flag threats invade and strong-arm foreign countries and their citizens as they see fit to which I say we are not your puppets you muppets and we do not wish to have your fascist guantanamo Bay style justice and treatment in Europe,we have better regard for our fellow man and his rights as a human being,something lacking in American policies the last 10 years.

|first off, the USA's closest friend for the last 100 years is England and the UK. We support each other and fight with eachother..so whatever conflict some of you have with the USA is not shared on this end of the pond...for the most part..lol|
second, to the ignorant fellow who thinks the USA rules the rest of the world..shut up! We don't rule, we lead! and at the same time we protect our interests. We are wide awake pal, it is our countries policy to never allow a nation to be more powerful militarily than we are. A lesson we all learned the hardway from japan and germany. The axis had the means and the will to dominate the world. The allies saved the world from their tyrannical grip on humanity. In the process europe was destroyed, england was bankrupt, france was in ruins, china was beaten and bruised and the russians were devastated...we gave everything and spent everything to win ww2. We lost so many men in combat to secure freedom, that the 5 allies decided it was too costly to ever happen again, hence the UN and the allies being permanant security counsel members. The 5 allies rule and guide the world, and set up systems to best encourage prosperity. The US came out of ww2 with hundreds of thousands of deaths, but economically we were far better off than before the war. We had to rebuild europe and asia, and nobody but the USA had the means to do it...and we did! When we rebuilt or gave money for others to do it, it came with conditions, and those conditions made trade easier and opened up new markets for us and our allies to utilize and profit from. If you don't like the USA being the leader, too bad...get over it, cause it is not changing..the alternatives are few if any, and the front runners have no business being in charge...china and russia under putin. The only countries able to lead are the 5 allies..we are the best suited, the most able, and thats how it is.
lastly, their is no way the military is getting involved in domestic computer attacks. It is against federal law...the posse cumatatus act forbids domestic use of the military for law enforcement and policing. period, if it is domestic criminal acts, then the FBI handles it, and is the only ones who can. The MI branch does have doctrine it follows, and the doctrine is in regulations and field manuals and training guides. They are also, for a large portion of them, classified, and unavailable to the public. You might have some paper that describes a policy in the event of a national emergency caused by cyber terrorism, but it is just a plan of attack...we have them for everything imagineable...seriously, from the zombie apocolpse, to alein invasion to nuclear war...we have a planned response...that is what you have.
