It recently turned out that the advanced snooping technology of the British Highways Agency has proved so useless that no drivers at all have received tickets for speeding on the M25.

Although a lot of users of the largest carpark in the world may be surprised that anyone could go fast enough to get a speeding ticket, it’s clear that at least someone must have got past 70 miles per hour during the past year. Local newspapers explained that certain technical and legal difficulties were the reason why the Highways Agency couldn’t switch on the network of 36 new digital cameras.

The cameras were purchased and installed in order to enforce variable speed limits on the London orbital motorway. It was found out that the equipment was wasted only after AOL wondered which section of the road netted the most cash. Surprisingly enough, it turned out that the cameras had caught no speeders at all.

After the first digital camera was installed three years ago, the Highways Agency representative admitted that it had still not received statutory authority to use them in a number of English counties. In the meantime, in other parts of the road, the difficulties were “technical”, with the older generation of “wet film” cameras being upgraded to new digital devices. However, it also turned out that for some reason in a few counties these cameras haven’t even been tested.

The Highways Agency representative failed to reveal how much the overhead cameras had cost or when the organization would be able to use them. In the meanwhile, Jim Fitzpatrick, Labour’s road safety spokesperson, pointed out that the M25 was widely used as a racetrack by many reckless drivers, so it was ridiculous that the network didn’t work.

According to Claire Armstrong, representing the anti-camera group named Safespeed, there’s the only question: if the Highways Agency believed that the cameras were any good, then why wasn’t the outfit using them?

wingit3 avatareNdEmiOn, How would it be, if someone whacked you over the head and took all your money right under a cctv camera and you found later that the camera wasn't working or even tested. You would be the first to bitch about it. I would like to see cameras that work in full HD and with face recognition software on every street corner. If you've nothing to hide then why should you care. It would make street crime drop to near nothing. no-one is being spied upon, the camera is zoomed out to see the whole picture and only zoom's in when something suspicious is spotted. There is no need for paranoia.

frostystones avatarI'm with 'wingit3' on this one. especially in busy city centers. though I'm not in favor of tracking software, granted the database would be huge for something like that to keep track of potentially millions of people. But to record for up to 24hrs, i'm good with that.

Wingit3's post reads like a socialist or communist propaganda blurb--I can almost hear the jackboots echoing in the distance. Perhaps they should open a history book and peruse Stalinist Russia. Replace "cameras" with "party members" spying on each other in the name of "safety," "patriotism," and inevitable political gamesmanship. Perhaps I may WANT to hide my actions from a repressive regime. Perhaps I may WANT to hide what I purchase, what I peruse, or what I desire. Then again, according to the "world by wingit3," I MUST be paranoid.

For wingit3 and others of this ilk, Ben Franklin's aphorism says it best: "They who can give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety."

CCTV on the streets is totally useless, there are 100,000's of cameras and only 100,s of operators to monitor them. Should they actually film a crime they can't identify who it is because the cameras can only look down onto the cap and hoodie. Forget the billions spent on technology bought thanks to back handers from the companies and use the cash for Police on the streets. Fight real crime that hurts you and I, instead of wasting money on so-called piracy. I don't personally give a flying fart that Hollywood lost a few million due to piracy, but I do care that my shed was broken into and that my neighbours daughter was assaulted because there aren't enough Police on foot patrol.

@wingit3, Black_Blade, frostystones many studies have shown that CCTV has no real effect on the crime rate but makes it easier to catch the criminals after the fact. You would be better giving the money for the cameras to the poor. You are using a website that is used to pirate copyrighted material- which means you have something to hide! Your government should be scared of you not the other way around.

At-least they wear those baseball caps and hoodies. Before CCTV, they used to roam around freely like the other innocent bystanders. Those baseball caps and hoodies sure do make'em look suspicious don't ya think?
Also, I'm pretty sure that you pay more attention to those with baseball caps and hoodies as compared to others without them. You can be more alert & aware in the presence of such plonkers, isn't that helpful?
Reality Check:- Most people wearing baseball caps are not plonkers.
There are enough operators to monitor them & they can always rewind/zoom to look more carefully. Even if they can't get a clear face lock on the criminal's face due their cover-up using caps & hoodies, they can always look for the other details such as body measurements, skin color etc....
Police can't practically protect everyone cuz there ain't enough man-power & hence the cctv cameras for protection & tracking purposes. You know you can always join the police force to fight crime & help increase the man-power(even by 1) instead of complaining & bitching about it.

1) I don't know which world's OR universe's studies have you read cuz the studies of this world clearly indicate that CCTV cameras have helped reduced the crime rate by 20% approx. starting from 2006 in busy stations of many countries.
2) Giving money to poor is not gonna help them cuz no matter how much money you give'em, they're just gonna spend it & beg for more cuz they don't know how to earn it. The better thing would be to help them educate & teach them how to earn money. Money should be spend on such teaching/educating/helping programmers instead of just giving it away to them.
3) Yes we are using a website that is used to Pirate copyrighted material BUT for non-profit purposes & that is permitted in many countries.
4) Govt. should be scared of us?????? Let's see how you scare them when they come marching off with guns to arrest your sorry ass? [Even though it's not gonna happen]

As for historical perspective, I firmly believe that Franklin would agree with George Santayana:

Emphasis being on the last sentence. Human history has shown time and time again that exchanges of liberty for safety have, in the end, resulted in a people subject to some form of oppression.

Also, a government SHOULD ABSOLUTELY be afraid of its people, with a corollary being a limited government by the people for the people. The United States (US) Constitution establishes that as its underlying structure, with emphasis on the Bill of Rights (first ten amendments), which is intended to be taken as whole and not in parts. Unfortunately, the US has swayed more towards the social democracies (or socialism) prevalent in the European States and Australia.

It can be argued this causal migration to increased governmental control within the US and Europe is a result of sheer sociological, political, and economic laziness. The attitude of believing one automatically deserves something, or the government should "take care of them" is madness.

Although I'm sure he/she would like a hypocrite object to being spied on and prosecuted whilst downloading torrents, People like that will never respect your preference not to be spied on by cctv cameras etc. Instead they choose to deride and belittle and throw accusations of paranoia to reinforce their own stance on the subject, and in doing so perhaps sealing the fates of their children and grand children and so on. Such short sighted narrow mindedness. The slow steady inevitable crawl to complete domination by governments over the common people may end up being unavoidable due to people with such accepting attitudes. Like the frog who didnt know it was slow boiling to death untill it was too late. Lets try for better days.

Telling them apart was never the point, being beware & cautious around such people was the point, since they are forced to cover their faces with those caps & hoodies, all thanx to those CCTV Cameras. Talking about the quality of those cameras, I agree with you on that one, the footage is unusable & users often have no idea of how footage will be played back as evidence in court, but that doesn't mean that they are worthless, it only means that CCTV Technology needs to be made more efficient so that it brings major benefits to public safety and lead to even more effective crime reduction than before. The National CCTV Strategy goes on to recommend changes to the way CCTV is monitored, including giving greater powers to the Information Commissioner and using the Data Protection Act more effectively. Such ideas have been welcomed by the BSIA, who described the report as a “significant step forward”. “CCTV technology is now very much part of our everyday lives and it is essential that its potential is maximised for the benefit of all." But the review, which ultimately recommends more funding for CCTV in public spaces, was lambasted by Shadow Home Secretary David Davis.

1) A search on google showed most studies for the last 10 years agree with what I wrote. CCTV on street corners just moves some of the crime to the next corner. You accuse me of making studies up, so show me the studies which state a 20% reduction in crime.

2) I don't recall stating my views about Humanity.
3) Using a torrent website isn't something to hide & besides the authorities/agencies are very well aware of the statistics. Also, majority of uploaders don't make profit out of what they upload/share & i know this because i'm an uploader myself(not surprised that you didn't noticed it up until now). I have to say that every cctv monitoring room I have ever been in, the cameras are HD and have been used to catch criminals. Criminals are generally stupid and most are caught because the hoodies and caps are emblazoned with company logo's. One such was caught because he had his name printed on his hoodie.
There is a town in Florida called Ybor City that was unsafe at night with drug pushers, muggings,even in the daytime. It was a no go area. Now after cctv and face recognition, it's safe to walk around there any time of day or night and anyone with an outstanding warrant can be arrested in Ybor City.

@ Black_Blade. Well done. You said better than I could have. My typing speed is about 30 words a month..

For the record, I dont believe for one minute that you are blind to the myriad of ways that we are all observed by governments, corporations, etc, etc. I believe you just have an opinion/belief and as you have 'proven' and 'demonstrated' right here, choosen to force it apon others through derogative comments, insults, accusations etc, it really is negative. You could just pass your comment and beliefs without insulting others. It's actually very liberating. You may even feel less angry.

My opinions/beliefs on governments is rightly or wrongly based on history. Your opinion on me other than being based on a paragraph is irrelevant.

" In 2007 London had 10000 cameras at a cost of 200million pounds so that's 20million pounds per crook caught. For that money you could have had an extra 4000 police officers on the streets, which do you think will make a bigger difference in the crime rate?

As a representative of the site he/she should be setting an example not behaving like a common internet troll. It does not reflect well on ExtraTorrent having individuals of this calibre in the trusted, respected position of an uploader.

After reading the the rest of the part of your 27th comment, in which you involved & attacked me indirectly, doesn't leave any room for your non-communication excuse.
Then you said "I have no time or inclination to attack you, even now. I save my energies for anything more positive." after attacking me once & attacked me twice after saying it. I found this statement of yours highly inappropriate & amusing at the same time.
The govt. does not spy upon innocent people OK. The govt. uses CCTV only to filter out the criminals, so why are you people panicking if you are not amongst those criminals?
It's for your own benefit, why do you not see that?
Your opinions/beliefs on governments is rightly or wrongly based on history & this is where you are wrong. I keep saying that step out of the past but looks like your medieval mindset in not letting you to do so.
Now coming on to 40th comment, the first 3 lines are a direct attack(which makes it a 2nd attack) upon me which is fine cuz i don't mind but for the rest of your comment, let me ask you this:-
How many comment sections of this group(be articles, forum OR torrent) have you visited so far to make such a bold claim?

& If i have shamed myself(although i disagree with what you said), then you didn't exactly made yourself proud here my man.

As for the 41st comment, that's an attack(3rd attack), again with an indirect approach. It elucidates how badly you want me kicked out of here.
You've shown me a very civilized way of attacking which is quite opposite to my own so thanx a lot & I'll try to remember what you consider an "intelligent reasonable civil conversation".

1) I think i gave you a precise location for the result that i've found. Most of the reports say the diff. is not much noticeable at some places, it does not however mean that they are totally worthless, it only means that CCTV tech. needs to be made more efficient so that it brings major benefits to public safety and lead to even more effective crime reduction than before. Many recommendations have been given such as adjusting the camera position & angle, having more advanced technical crew for monitoring & presenting usable data as court evidence etc...
2) You misunderstood again lol, let me elaborate a bit more so that you understand better. Speaking of poor, I'm only referring to the people who are Below Poverty Line(mostly beggars). Giving money to the poor won't help because they will just spend all the money you give them. Since they don't know\want to earn money therefore they will only be depleting it(by spending on food & other livestock) & once that money is finished, they will come begging for more. The better way would be to spend all that money on teaching & educating such people, learning how to earn money so that they don't have to beg ever again.
3) @wingit3 does have something to hide!!!!!!!!!!!! How can you be so sure? lol. Anyways, only @wingit3 can answer that one for you.

I never attacked you at all. Perhaps your sensitivities percieved it this way. I noticed you conducting yourself in a particular manner that many of us recognise and suffer from online and advised the recipients of your attacks (whom you openly admit to attacking) to not waste their time on this matter. At no time did I attack you directly or indirectly. I was very conscious of my choice of words. I may have told the truth and sometimes the truth hurts, but you reap what you sow, you know that. I dont want you removed at all, just someone who you might respect enough, for you to listen to them when they tell you, It's not right to behave in the way you have here. I appreciate your change of tone here in your most recent comment. So maybe I have talked some sense into you? I doubt it. I'm just fed up with trolls hiding behind their PC's causing stress for decent people having civil communications online. And for the record I feel quite proud of how I conducted myself throughout your entire diatribe, considering how I may have interacted in the past before I realised a better stress free way, just dont get sucked into a war of words.

I suggest seeing some kind of councillor for your issue of believing you are being attacked when infact no one is attacking you. I'm sure you will think I am attacking you again right there, but I am infact being sincere. It will improve your character.

Finally, you seem greatful to learn what you believe to be a civilised way of attacking, which tells me more than I need to know about you, therefore I will not be giving you anymore of my time and attention.

fusseltier avatarcameras in the UK are not used to prevent crimes, they are only used after a crime was committed and who really knows if they actually help? the people that are supposed to be monitoring them are not paying attention to every camera, they have too many to monitor, and they don't send out help when there is a crime occurring anyway...
its only after something happens, they go to the video, and see if they can find anything.

Darkan9el avatarA bit late into the discussion but, Camera's don't stop crime they can on occasion help with a conviction, but camera's are dealing with the effects and are a sad indictment of the state of our society. Camera's are open to abuse, and many people have been convicted of speeding when they actually haven't been. The police in many counties will openly block you on information in order to attempt to secure a conviction, this is morally wrong and shows the methods the law will go to to get £60 off you and help keep the insurance people in jobs and premiums bloated. I dare bet most people in favour of camera's are victims of crime or have had someone close to them a victim but where do you stop. I bet the top corps and politicians wouldn't like to be spied on and they create more crime than most if you relate it to crime per capita. There are many crimes and abuses of justice that do not require a camera to prove it and I for one do not want more camera's.

giraffe avatar@Black_Blade In my first post I wrote that there wasn't a great difference in the crime rate due to CCTV- you wrote I was making it up but now you are stating the same. Educating people is commendable and I back you 100% but you also wrote poor people are beggars and I think that's just sad. I wish you all the best in your life but I won't be coming back here.
