According to Obama Administration’s annual report, the United States is going to change its anti-piracy plan, and therefore advises for more transparency in protecting IP and international agreements, at the same time emphasizing on the importance of how IP enforcement communicates with IP stakeholders.
2013 report offered a perspective on how the authorities handled the IP front, while providing statistics about how ICE and the Justice Department were handling copyright violations thus far. In addition, it underlined the fact that, despite both Hollywood film studios and ISPs have come up with voluntary schemes to curb piracy, there is still a need to test the cogency of these designs.
As long as transparency is concerned, the US government wants to gather an advisory group, while keeping an “open door policy”, by forcing the group announce its plans through Federal Register notices and other notification methods.
Besides, there’s also the question how Intellectual Property laws are enforced. Regarding this issue, the report highlights the need of a federal legislation capable of keeping copyright owners permanently satisfied. Within the last 4 years, the report says, the Attorney’s Office of the United States had filed 178 IP cases which altogether targeted 254 defendants. In the meantime, ICE and Homeland Security launched 1,251 IP investigations and arrested 691 people in the process.
Finally, the report addressed the issue of “fair use”, claiming that Obama Administration believes (as well as the US Copyright Office) that all creators, including visual artists, songwriters, moviemakers, and writers, would clearly benefit from more guidance on the fair use doctrine. In addition, the Copyright Office is planning to publish “major fair use decisions”, which will include a summary of the holdings and some general questions and observations that perhaps can in turn guide those seeking to apply the decisions to their own situations.

|Most of the tv shows I download are because you can't tape them anymore, or I don't have that channel. I cannot afford DVR, which is limited anyway. Its a pain in the butt just to play a song I'm excited about for someone. Or if I want 1 episode of a show, I'm not going to buy the whole f-ing season! Geez just bring back tapes and everyone would be happy, I'd even watch the commercials.|
