After the Snowden leaks, the United States has been trying to fix its relationship with Germany. According to previous reports, the German government was furious when it found out that American spooks were spying on its own government. This is why the United States has verbally committed to enter into a no-spying agreement with Germany. However, this will just block government and industrial espionage, so citizens remain fair game.
Media reports confirm that the verbal commitment was given in talks with the German Federal Intelligence Service. Germany explains that there must be no governmental or industrial espionage between the US and Germany, with standards for the cooperation of intelligence services of European Union being hammered out. Although the United States has no problems trusting Germany, it wants to keep an eye on other members of the EU.
It was known that the no spying agreement talks were included into an 8-point program proposed by German Chancellor Angela Merkel. Germany learned that American intelligence services comply with German legislation, with the operators of the biggest German Internet exchanges and the federal government finding no evidence that the United States spied on Germans. Perhaps, the United States just was pretty good at it.
Angela Merkel claimed that the NSA spying revelations should result in the acceleration of information protection agreement negotiations between the European Union and the United States.

What evidence would they expect to find if the U.S. has indeed been spying?
Part of the NSA and CIA strategy in the 2001 whitepaper on global cyber strategy was to enlist the aid of overseas partnerships in their global control of the internet, given that the Germans are in a unique position to facilitate their plans to do so in Europe it would be unwise for them to do so and if they did so they most certainly would have already done so prior to this latest agreement to co-operation with the American spooks. As has been seen with the UK`s Governments spying on their subjects in a so called war on online kiddie porn after Americas failure to get approval for copyright violations laws being passed, there is more than one way to skin a cat.

We found out YEARS ago that the US bugged the diplomats of other countries, the EU included. Nothing changed. Now this stuff comes out. Nothing will change again. No one wants to challenge The Empire.

Germany is an occupied country.
The Russians are gone but the american armies are still there.
No need to spy on a vasal government.
It is the people they are afraid of.
Couldn't agree more buddy.

Yeah right! Who in their right mind would trust these liars?
Bugging, diplomats of other countries, the EU. I can understand those for specific reasons. Even big corporations may possibly be bugged now and then. Now when it comes to your everyday citizens that's where we should draw the line! The everyday average day Joe should not have their individual rights violated!

WOW. So you figure that they can do one without the other?
This is like the thinking that went on during the 1930's in Germany.
"So they went after the unions. And the gypsies. And the gays. And even some companies. But they'll never come after me. They're all talk. If they're not and they do come after me then that's where we should draw the line!"

so they won't be spying again, yeah i believe them, not

America is the boy who cried wolf, no self respecting person would ever believe anything they have to say.
