The former Metropolitan police commissioner Lord Blair claim that there is information the state has to keep secret, and powers have to be in place to protect it. This claim comes after the police were patting themselves on the back that they obtained copies of a pile of classified documents from David Miranda. The latter, together with his partner, Guardian journalist Glenn Greenwald, is known for reporting leaks from the former US intelligence contractor Edward Snowden.
The information was obtained when the Home Office used anti-terrorism legislation to detain and question David Miranda at Heathrow airport in August. It is clear that they only got copies, while the rest of the data is secretly stored elsewhere.
Lord Blair claimed that the state has to have secrets, because it is actually the only way to defend itself against terrorists. He claimed that the country needs legislation to cover a situation when an individual wishes to make secrets public, as it could be very dangerous for individuals to disclose those secrets to terrorists.
As you know, Edward Snowden leaks revealed an unprecedented, secret dragnet spying operation in the United States and the United Kingdom. Lord Blair insisted that the threat from international terrorism was always changing and therefore the law on whistleblowers should be reviewed. According to him, it was a new threat which is not of somebody personally intending to aid terrorism, but of conduct that can facilitate terrorism. In the meantime, the industry experts point out that it was the same line used in the prosecution of Bradley Manning to WikiLeaks. As you remember, the judge in Manning case didn’t agree and the guy is going to stay in jail forever. It might be that Lord Blair simply hasn’t thought this one through. For example, having official legislation against whistleblowers could lead to problems for Manning’s former colleagues on the force. Anyway, it is clear that nobody will have any desire to talk to the police if they can be arrested for telling them information or exposing political corruption. Hopefully, Blair’s claims won’t be heard and enforced.

If "terrorists" wanted to just do a bunch of damage, then in 2002 they'd have blown up chemical and power plants and all sorts of things that are vulnerable. The reality is that true terrorists commit crimes to achieve a specific political goal. When somebody just blows stuff up, it's murder or mass murder, etc. They are ordinary criminals. When the NSA commits crimes(covering up unlawful activity) to achieve a political goal (oppress the press, activism, accountability, etc.) they are terrorists.
