Russia seems to believe that using Intel and AMD chips is unsafe, and the government wants home grown chips used in their computers. According to Russia’s Industry and Trade Ministry, they can replace Intel and AMD chips with domestically-produced micro processor called Baikal. The project of developing it will worth millions of dollars.
The Industry and Trade Ministry claimed that the Baikal micro processor can be developed by a unit of T-Platforms, a manufacturer of supercomputers, as soon as in 2015. The project will be supported by the state defense conglomerate Rostec and co-financed by the state-run technological giant Rosnano.
The developers reveal that the first products will be Baikal M and M/S chips, created on the basis of 64-bit nucleus Cortex A-57 manufactured by British company ARM. The chip will have frequency of 2GHz for personal computers and micro servers. Under the project, the Baikal chips will be installed on machines in the government bodies and in state-run companies, which acquire about 700,000 PCs every year worth $500 million, plus 300,000 servers worth $800 million. The experts estimate the total volume of the market at around 5 million devices worth $3.5 billion.
The Russian Federation got suspicious about Intel and AMD after the revelations of the American government’s spying program. At the time, Cisco routers appeared to have been intercepted and installed with bugs. Since then, the US tech industry is afraid that the other governments can follow Russia in response to the infamous US spying program.

|I don't know why they're wasting the money. The NSA were installing POST MANUFACTURE spying equipment in the Cisco equipment ... it wasn't Built-In to the chips or anything. Anyway ... AMD chips aren't even manufactured by an American Company, they're made by GlobalFoundries (a subsidiary of a company owned by the Government of Abu Dhabi, with one facility in Germany, 5 in Singapore, and one in the USA [Saratoga County, New York]), and also by third party companies in Taiwan under license to AMD.|
(INTEL CPU's however ARE made almost exclusively in the USA, with only 3 of the 11 existing fabrication plants being overseas [Israel, Ireland and China]. There's another one planned for Arizona, which will make 9 of 12 facilities in the USA.)

|If the Russians DO do this, and they can capture a share of the tech market outside Russia, the American Tech giants will rapidly sit up and take notice (and probably start panicking). Foreign sales make up more than 90% of their profits, and any significant drops in profit due to loss of market share will make them extremely anxious.|
Any loss in the tech giant's profits will also reduce the amount they can pay to lobbying groups and/or judges/politicians, and things just snowball from there! (Cisco's export sales took a 25% dive after the spying revelations ... Imagine Apple's dilemma (or Microsoft for that matter) if it happened to them, and they couldn't pay off a judge to get a better ruling on a court case.)
Most of the HARDWARE giants should be fairly safe, as they're almost exclusively outside the USA (Gigabyte, Samsung, MSI, Logitech, LG, ASUS, Billion, Toshiba, Pioneer, etc), and most of their chips are manufactured outside the USA (not all, as there's still SOME processing chips [other than CPU's] manufactured there).
|Maybe Japan can get its mojo back and re-enter the game. They should be able to build complete systems and OS free of spyware, backdoors, etc. Can't really trust anything from US, Europe, China, Russia, or their "allies". A neutral manufacturer and retailer could do well in this situation.|
|Hard to say how far this spying will go or to what extent of control big brother will attempt to control us but when the Tech wars start it will be time to disconnect from the Net.|

|ARM doesn't actually manufacture any chips itself - they merely license their proprietary engineering designs (the chip's internal architecture, which ARM engineers have created) out to other company's who then pay a fee to ARM to use these designs to actually manufacture chips.|
Virtually any country can do this (and many do) it's really no big deal.
Neither AMD nor Intel ever sell their proprietary designs, as ARM does. Both make their own chips, from design to manufacture, which ARM does not do.
More than likely the Russians simply want to be able to build their own "back doors" into any chips that they use, to aid in their own intelligence-gathering activities. Apparently they'll just license an existing chip design from ARM and modify it to suit their own needs.
Just FYI: the reason the US does most of its chip manufacturing off-shore is because the process involves the use of a lot of very toxic materials that we'd really prefer not to have polluting our own back yards - sad but true.
|I'd rather see the Russians invent a new type of internet/computing system that is inherently immune to hacking and spying at least in current forms. Maybe they should develop computers that don't run on binary code(0s and 1s), but tertiary code with a third bit.|

|Russian country could not create your own chip so fast if it is just an accompanist of the graphics and the processor as a root of the bios and other non-operating system usurp it. of course, industrial Russia is advanced but not compared as Chinese American ideas to ordering to occur to very great productions. how they escaped to Intel and AMD as big business in Russia? Baikal would be easy to build and will follow the steps only with Microsoft internet purchases such as if Russia will or will separate gov't and a future republic in business!|

|humm- I guess people did not read the article as it clearly says thier going after thier own domestic market,. as it is amd and intel already put in "security software" into the bios of thier motherboards that will call home as soon as it has a network connection some have built in software that can turn on webcam and what nots purely ran from within the bios. it called anti theft - anti hacking tech --- so I can see where the Russian are coming from.. ( all US networking equipment have back doors in them, that came evident in the beginning of the war in iraq the US army used Iraq's networking equipment to try to track Saddam where about. the difference here the western world did not care until the US started spying on it "friends".. as to the "America can and does sustain itself" -- that balony the US consumes 25% of worlds resources. it net imports 2/3 of it energy 1/3 of it food . and it manufacturing base is all but obliterated. heck I was revealed last year not one of their military circuit board are sourced from any US manufacturer they are all built overseas. and the last of their machine tooling manufactures shut down.. the US is far from being able to sustain itself. it but a hair breath from collapsing and any interruption in supply chains and it in for a world of pain ..|

That's the only reason USA and other countries import and outsource - to keep trade agreements, to make friends, and to try to work as one world rather than bunch of small land lots. |Chips may have "SOFTWARE DRIVEN" back doors, but the chip itself doesn't think or function without software. So all someone would have to do was re-write the BIOS and modify other software. Granted you'd have to a top notch programer, but the chip itself is harmless with out "SPYING" software. This goes for the circuit board as well.|

Now who is going to take on the creators of mac and windows when the whole system was designed by them? 2 friends that modified and combined everything where the original creators fell short sighted. Watch out world, Germany might become the center of science and technology again as it was the midpoint for all the other countries met since the car wasn't invented, hey cold war anyone? Let them rebuild their country after the states shut it down technologically and let people suffer, hey how bout shut canada down again too over a reverse plan design and stop them for 60 years technologically too again. |@Sash99 - Just for the record, AMD doesn't manufacture MOTHERBOARDS, and all BIOS chips are MODEL SPECIFIC (you can't use identical chips in different model motherboards), which means every Motherboard MANUFACTURER would have to write in the spying software for their BIOS chips (EXTREMELY unlikely to happen)|
@Cyberscribe - Proving to EVERYBODY just how little YOU know about those companies, INTEL manufactures 75% of all it's CPU's in the USA (9 of 12 manufacturing plants are in USA), and AMD does NOT manufacture its own processors any more. They USED TO, but they spun off the production facilities in 2009, which were then purchased by GlobalFoundries (a company owned by way of the United Arab Emirates), who is now the main manufacturer of AMD processors (along with several facilities in Taiwan that produce chips under license).
