According to YouTube official, the huge volume of content regularly uploaded to the video streaming service makes it impossible for the company to filter out all terror-related material.
Google, the parent company of the service, confirmed that around 300 hours of video content is being uploaded to the site every minute. The site employees explained that “to pre-screen those videos before they are uploaded is like screening a phone call before it’s made”.
Of course, the streaming service has very clear policies in place that forbid hate speech, incitement to violence and graphic violence. However, when it comes to nudity and other types of material, there are occasions when YouTube makes exceptions because of the context of the video. For instance, many media outlets sometimes show portions of such inappropriate videos, and they are allowed to stay on the site because they carry the appropriate news, documentary context around them.
In addition, the service has mechanisms in place to allow its own users to flag inappropriate videos and had even moved to introduce a specific “promotes terrorism” flag. If any of the videos on the site is flagged, the company’s enforcement team reviews it, 24/7. YouTube said that a human always reviews every video, and they are not removed automatically.
However, the service doesn’t actively pre-screen for content. Such activity wouldn’t allow the portal to be that flourishing platform, so instead they rely on their community to flag violations. In other words, YouTube is receiving assistance in filtering the abusive content.
When law enforcement authorities tell Google about infringing content, 93% of it is taken down. But when YouTube users flag up problems, only 1/3 of it gets removed. Regardless of the serious threat posed by terrorist-related videos, neither the online giants nor the EU would want to start a legal battle to enforce their removal. The EU had to admit that although they can contemplate legislation, it would most likely be an “awfully monumental exercise”.
YouTube reiterated its point of view responding to the concerns, saying that the website has clear policies that forbid such material as gratuitous violence, hate speech and incitement to commit violent acts. YouTube does remove videos violating these policies when flagged by its users, but they can’t pre-screen all of it.

What? like Kanye West? lol
there should be no censorship at all, so many problems could be solved with just plane honesty and being direct.
Slipery slope it is. If I was sitting and watching innocents being tortured and killed for worthy reasons like:
1 It was there turn
2 The killers were bored
3 They hate them for not bowing down to whichever god was in power there
4 Had not killed anyone lately, and were suspected of not being dedicated enough to mayhem and chaos
5 Talent competition for new reality show So You Think Your A Terrorist? Than Prove It
And I was gonna make a top 20 but I don't see any reason for more than 10 and the big 6.......
6 We had to kill him because we expected a top 20
7 We needed the rep and the chevo
8 Were listening to Justin Bieber
9 He did not run fast enough
Alright I did make it to 10................................And the 10th reason to keep censoring
10 The guy from number 6 got away
I would say that the censoring is correct when this is what they are promoting with an exception
For number 8 That is cruel and unusual punishment and is must see you tube.
But seriously If I had to see this It would definitly be promoting hate and inspiring more until
50 percent or more of you tube would be non stop murder videos and violence begets violence.
So I a true uploader am in favor of this censorship. Some things must not be tolerated. And if any feel differently just put yourself in any of the 9 slots above. And you will change mind before you lose your head.
my kid watches minecraft videos on youtube, hes age 6 and it really pisses me off that he can play a video and its full of swearing etc. i have always thought that vids should have a rating when uploaded as to the suitability for kids. then you can filter for age, the current safety filter they have doesnt filter the swearing vids. as i told my son there will be plenty of time to call people frickin assholes when he is older and not now in the school playground.
They keep emailing me asking If I want to pay to get add free music I have addblock installed so they can F-OFF

COMPRENDeDEFUNCT it's your job to do the parent not YouTubes, bad words never hurt a single child ever but bad parenting has.
This is more about "free" nations wanting to censor free speech. They have lost control and they will never get it back, it's just going take a very long time for them to realize it. Sometime in the future a generation will look at this censorship the way we look at slavery today and ask how anyone could have thought it was a good idea.
wow,Turbowater thanks for those words of wisdom, i told my older children who are at university and have never been in trouble with the law or become drug addicts etc, and they said " pompous prick", so i apologise for raising them badly also.
