YouTube faces requests from Russia to handle the copyright infringement complaints, otherwise the whole website can be blocked in the country.
The local watchdog said that YouTube failed to remove links to infringing TV series, which can cause action being taken against the website.
Two years ago, the Russian Federation introduced new anti-piracy legislation, which initially covered only videos. Local Internet service providers could block websites offering infringing content. Last year, the legislation was further amended to include all copyrighted content except images.
Many unresponsive websites were threatened with blocking at the ISP level, and usually operators have complied to ensure they keep off blocklist. Today YouTube can find itself close to becoming a new addition. A few months ago, TV shows owned by TNT channel appeared on YouTube without authorization. The Russian telecoms watchdog Roskomnadzor sent requests to YouTube to delete the content, and the latter responded in a timely manner. The problem is that fresh monitoring by the watchdog reportedly found about 140 links to the same content, which allowed Roskomnadzor to initiate the start of the blocking procedure, because YouTube failed to limit access to the illegal videos. Russian users were alerted that YouTube pages will be added to the national register of copyright violators, and for some users the whole website may be unavailable.
Thus far, it is unclear why the team behind the popular streaming service hasn’t responded to the requests of the Russian watchdog – it is usually responsive to complaints, plus it adds the TV shows in question to its ContentID system to detect uploads of the same in the future.
