The European Commission wants search engines to be more transparent about ads in their search results. At the same time, it ruled out a separate law for web platforms. European Commission oversees a wide-ranging inquiry into how web platforms conduct their business and decided not to take a horizontal approach to regulating online services.
The Commission’s officials explained they would take a problem-driven approach, since it’s almost impossible to regulate all the platforms with a single solution. This decision will likely come as a relief to the web industry that is currently dominated by big American tech companies like Facebook and Google. Such tech giants lobby hard against new rules for online platforms, calling them “an anti-American protectionist backlash”.
Indeed, while many online platforms enable economic growth, their business models differ from each other, and therefore a single approach cannot be used. So far, the European Commission is worried about transparency about displaying ads in the web search results and paid-for reviews along with the conditions of use of such services as Google Maps, iOS and Android.
In the meantime, the former Estonian prime minister poured cold water on the idea that the EU would make search engines pay to display snippets of news articles in the frameworks of the EU copyright law reform due later in 2016. Finally, the EU executive is trying to make procedures on removing illegal content clearer and more effective without passing the responsibility on to hosting websites like YouTube. The Commission also reminds that the tech giants still have a responsibility to take illegal content down once they are notified of it.
