|The Russian government finally realized that website blocking may not achieve its goals and is now considering another option aimed at fighting illegal file-sharing – a system of fines which would target individual downloaders.
Although such approach is a thing of the past in many countries, the Russian government is considering introducing a system of fines for individual pirates, imposed upon presenting evidence of a download of an illegal content by providing an IP address. In other words, if pirate site-blocking officially fails, the government will turn to the kind of system that German users are already subjected to: the European country imposes fines up to 1,000 euros per logged offense.
So far, it is unclear who will be issuing the fines or benefit from them. The only thing that is clear is that introducing this kind of system won’t be straightforward. The authorities seem to realize that there are 2 ways to combat piracy – to block websites and penalize the user, but they need to understand the social consequences in the latter case.
Russia’s Ministry of Culture said it knew about such proposals, but hasn’t conducted any formal consultations on their procedure. As for the Ministry of Communications, the officials also admitted knowledge of the discussions, but noted right away that it wouldn’t be straightforward to implement a system of fines in the country, as it requires a cautious and incremental process. At the same time, the ministry believes that online piracy is always the responsibility of those who posted the pirated content, and the ones who deliberately consume it.

|This made me laugh a little "and the ones who deliberately consume it". Oh accidentally installed utorrent on my PC. Then I accidentally Used a Proxy to accidentally access ET.cc. Then I accidentally searched for "XYZ", accidentally clicked the link and accidentally clicked the torrent file and accidentally selected a DL position and accidentally let it DL and UL.|
What kind of clowns would do such a thing. Hand on, maybe there are more than I think because the Ads on ET are so amazingly lame I can't believe anyone would click them but they are here so I guess some people do believe they have a new PM from some facebook hottie suggesting they have sex or that very serious one where I have been selected to become a millionaire!
