The USITC (US International Trade Commission) was told at a hearing several days ago that most of the estimates of piracy losses provided by the industries were exaggerated or misleading. Other experts said that current enforcement techniques are not working and asked the government to try something different.
The USITC is considered an independent, quasi judicial Federal agency, having wide investigative responsibilities in the field of trade. The Finance Committee of US Senate recently asked it to investigate the impact China’s weak copyright protection has on the US economy. During the topic hearing, many of those present find themselves very skeptical on the issue of the claims and assumptions the affected industries make, such as the reports sponsored by the MPAA and RIAA.
Professor Fritz Foley from Harvard Business School placed the basic claims behind the entertainment industry loss estimates into doubt. One of the reasons to do so is that he considers it crazy to expect someone who would pay some small amount of money for an illegal product to surely pay 6 or 10 times more for the original one. Not all the companies (EA, for example) follow this principle of equaling the copy to lost sale, but the majority undoubtedly does so.
Foley cautioned the government, asking it to be careful about data the industry provides. He expresses concerns in its trustworthy, because the industry has a clear incentive to make the losses seem huge. Actually, Professor Foley said the same as the Government Accountability Office pointed out to Congress several months ago: there’s no real evidence for the claimed losses. Moreover, the industry has never considered the fact that infringements may benefit it, not only hurt.
As Drake University’s Intellectual Property law professor points out, there’s another perspective of these figures. The economics should be viewed from all sides. For example, if the companies pirating products somewhere in China employ American workers and consume raw materials from the U.S., that wouldn’t be a straight loss!
Daniel Chow, Ohio State University law professor, suggested the government to push the entertainment industries for more information, presumably that backing up their claims. He also notes that the present enforcement methods are just not working, so it’s time for the companies to start thinking about the other ones.

Well if your tight on money due to having a large family like me,your most likely not going to go to a cinema on a regular basis anyway, especially with one ticket costing you anywhere from 10$to15$ and I have 6 kids so think about that lol. But,if I download a film and I really enjoy it I will shell out the money to purchase the retail dvd for my collection. The way I see downloaded films especially "bootlegged"versions,it's like getting a short version of a novel to "proof read" before they publish the full, actual, novel. If you read the short,un-finished version(or bootleg) and really like it chances are your gonna go buy the full "finished"version when it comes out. That's the way I see it,and as far as the argument that bootlegged films are causing Hollywood to lose money goes, show me pictures of Micheal Bay or Steven Speilberg driving around in a rusted Honda ordering food from the dollar menu at Taco Bell,or pictures of Megan Fox shopping at Goodwill, then maybe I'll be convinced.
If the"industry"is so concerned about the money that they are supposedly losing why don't they try cutting OUR costs down and maybe more people would be willing to risk the cost of ticket prices to go see a movie that may or may not be worth the price.I no I'm not going to drop d*mn near 100$ to go see a movie that might be pure sh*t,can't count how many times I did that in the past, and that might not be alot of money to the "hollywood elite"but I'm willing to bet us working class people work a hell of alot harder for our money than people like Megan Fox getting paid ridiculous paychecks to "play pretend"in front of a camera.

poor people not allowed to watch movies. Greedy americans!
yea we no fat greedy americans weve heard it all a million times come here though its fresh 2 death
well the rules r the same everywhere be it america or any other country ...these labels and people just want every drop of our money ....bcoz they pay a ridiculous amount to the stars and shell out heavily on adverts for their shitty movie ...the least attention is paid to 2 things in general ...the quality of the movie and the viewers who r goin to watch it ...its just like 'hey i made something n i think its kool ...shell out all u have to watch it ...if u dont then u r an enemy ....and what is surprising is that they keep on doing it and dont want to change a bit instead they want people to change aka be aware of the fact that a movie means shelling out tons of money in terms of tickets, the jumbo popcorn (ridiculously priced)the parking in their multiplexes coz there u will have the time of ur life ...thats wat they believe in n they r pissed when ppl dont buy that crap n look for cheaper options ...i know one thing if a product is worth getting a price it does ...even today there r huge hits like Avatar n still their pirate copies r flooded...even if people ve downloaded it illegally they still ve gone to the theaters to watch it ...y ...coz it was worth watching thats y !!!
Jammy I agree 100%.
The thing is the money that gets paid to these so called "stars"?
Can some one from the industry - don't tell me they don't read these??? Explain why a "star" deserves the obscene amounts of money just to "star" in a movie? These peoples salary should be tied to the amount the movie makes - like the Hrt Locker LMFAO... One famous case was an "actor" for the Batman movie? Remember this guy turned down ^% MILLION DOLLARS!! WHY? Because he said he was too busy.
Jeez these people are out of touch with reality. You know what? I would have done it for a measly 1000,000.00 and probally do a better joke like be there on time, have a good attitude, blah blah.
Of course that would only last until I became a "star".. LMFAO...
Today there are very very few theaters except the mega movie theater chains that are the real one's who set the tickets prices.
I am preaching to the peanut gallery as we all have common sense? Do we?
The MPAA and RIAA screaming about the lost BILLIONS of dollars yet THEY HAVE NOT PROVIDED CONCRETE PROOF OF THAT LOSS..
The thing that boggles my mind is the so called proof they MPAA and RIAA have shown in court and won millions of dollars in awards is not proof. You or I go into court with this same "proof" WE WOULD LOOSE...

Everyone knows the reported losses are bullshit, ironically enough at the same time they have the mega bs losses, theyre also posting record profits. Its kinda like when once upon a time Direct TV pirating was big business in Canada. Direct TV was going on about how much they were losing, well they werent losing a penny because we werent legally allowed to get the signal to begin with. As a canadian I still cant legally subscribe to Direct TV, which incidently kicks ass on canadian cable or sat.

Come on Infectious you should know that Tom Hanks, Will Smith, or Tom Cruise cant feed their families getting paid a measly $40+ million per movie! How can anyone support their kids on that kinda small welfare check? Next your gonna say they dont deserve to get profit sharing to bloat their bank account even more!!! Keanu Reeves got $180 million for Matrix 2 & 3 with his deal. Tom Cruise got over $100 million for War of the Worlds. Thats upfront payments and profit sharing from film earnings. Thats why movies like "Pirates of the Caribbean 3" cost $300 million to make while "300" cost only $60 million. Overpaid people who want more and more. "Greed is good" I once heard a movie character say and Hollywood definitely believes in that mantra. Just ask that pissed off producer from "The Hurt Locker" LoL
its only logical to let peopledownlaod a movie and see if they really like it and if they really liked it, they bought it, but it was nice to ba able to watch it to see if it was worth it first. most of the junk they put out isnt worth buying, plus they dont look at downloading as a positive thing, even if you download for example a kids movie, you end up buying the kids toys from that movie, so they are able to sell merchandise and make more profit than on a dvd.
banghard, where did you get your vocabulary? you are the first person i ever saw use the word hear for here.
work on your vocabulary and how to write sentences. people dont like to see such bad writing and usually you would skipped anything written so badly or seeming from someone with no education, or illiterate, etc.
to everyone im from america and i'll be the first to tell its bout the ALmigthy DOLLOR!!!!!!!!

You reap what you sow for so many years we have had the same thing chucked out by these companys that got lazy and just produced copy after copy and people have got wise to it. Add in that very few people these days have the disposible income to buy every game, movie, cd and other media they are made to want by huge advertising campaigns and what they cannot afford to buy they will get other ways it isn't a lost sale because most of the people never had the money in the first place. Although piracy isn't a totally victimless crime it isn't the huge crime the likes of the RIAA and MPAA try to make it out either. They should try and remember they represent creative industrys they were not meant to become one to justify themselves or the ridiculous claims they constantly make.
I think it's exaggerated too much. The problem is they keep dishing out crap film after crap film and expect us to buy them no matter how good they are, then blame P2P because the sales were not as expected. I got a film, watched it, and you know what, i'm going to buy it because it was excellent. That's money in their pocket that they never would have had if i never found out what it was like first! (WOW, that was a long sentence lol)
sweet_t you are right. Im from america and this country is as greedy as they come. Movies are only for the rich. And the Government protects them because they get their cut Thru taxes and suits ext.
Your right DownSideUp,if I can't sit and watch a film first then I sure as hell am not going to blindly go pay 15$-20$ for the dvd or 20$ to 30$ for the blu-ray,hell that's a half tank of gas to get me back and forth to work lol. That's what these greedy idiots are'nt thinking about, alot of us watch these bootlegs and if we really like the film we go buy the dvd or blu-ray for the better picture quality and/or the bonus features. If I could'nt get on here and download these films to check them out I'd probably never spend another dime on a dvd,too many of these "big"budget hollywood films are just crap to shell out that kind of money because you went out and bought a dvd on impulse.
Most of the movies are so lame to begin with and by re-doing WOT (waste of time) films like the Pukes of Hazzard, Hose me and the Puddy Tats, retarded sequels that have NOTHING to do with the original plots in the first place, I was hesitant to buy any of the X-men movies because they used pretty faces with NO real acting ability, other than Hugh Jackman. Most of the actors just pissed and posed, and the plots were taken from YEARS of comics and compressed into two hours of special effects, this is just my opinion because I have collected comics for over fifty years. In the real world, where we live, quality, realism, TALENT, interpersonal and intrapersonal relationships go beyond when and where these people eat, sleep, who they sleep with, take a dump, go partying, whether or not they have issues in their personal lives we actually want to hear about or not, again, I repeat, TALENT!!!!
If these media businesses want money for their movies, they need to stop churning out CRAP and chocolate coating it as, "The most popular movie in theaters" and get in touch with what WE, the PEOPLE, really want and then charge a fair price along with the pop corn and soda drinks, then they would see better profits. What they bitch about now is NOT revenue lost, its money they just haven't made.
1 let me see the movie and see if its worth the 10+ $ if it is i will pay if not up yours make a movie worth watching
2 yes pay the actors BUT only out of what the film makes it will stop theses so calld movie stars for just reliying on there so calld looks and not there talent if the movie suxs and dont make money they dont get payd
