PRS for Music is backing up on its words that it is planning to impose an ISP levy of some kind. Now it calls it a “market-based solution” to the issue of unlicensed material spread online, replacing the term “levy” with “compensation” and “collective licensing.

The British largest royalty collection group PRS for Music is now trying to clarify the points it stands on intending to help oncoming discussions in the debate over copyright violations occurred in the Internet.

The paper called “Moving Digital Britain Forward, Without Leaving Creative Britain Behind” provided the public with two possible approaches that may be taken to get the problem solved. The approaches are called “negative” and “positive” spillovers, with the first assessing a penalty, which size would depend on the piracy level defined at a certain ISP’s network, while the second one would demand ISPs to voluntarily pay a fee in exchange for the right to transmit copyrighted content on their networks legally.

The collection society states it’s not proposing for a levy on ISPs, pointing out that all these variants – license, compensation, and levy having been considered in all countries sometime. What it suggests is just a framework developed to help the rights owners to see different options of achieving a market-based solution to the issue of unlicensed material spread online, the one recently becoming more pressing. It’s not clear though why the words “fee,” “fine,” or “compensation” should sound less negative then “levy” for the consumers.

The Digital Economy Act actually contains the solutions of the online infringement problem, but the collecting society focuses only on the part requiring the UK’s Office of Communications to introduce a methodology for assessing the level of unauthorized file-sharing to estimate the efficiency of the DEA’s measures.

PRS for Music is searching for the solution of fulfilling the money income for its stakeholders, ignoring the fact that the co-author of the above mentioned paper estimated the last year increase in industry revenues at about 5% level, which can’t mean there is any problem at all, if the revenue is increasing, not decreasing.

The only reason for the society’s escapism it that it realized that both ISPs and consumers will be stiffly resistant to its proposing, and wants to present it in a different way.

How are they going to tell any "data" being transmitted is "copyrighted" material?
Compress you "data" as a zip file and send it...

Require the ISP's to pay a fee to have the right to transmit copyrighted content on their networks legally.
This is all about "Music" wasn't it? Appears NOT...
