Demand for judicial oversight has seriously restricted the number of notifications HADOPI has been able to send. Just three judges have a task of verifying over 50 thousand daily claims of alleged file-sharing. Moreover, their job will only grow more difficult with 2nd “strikes” become possible in January.
French “Creation and Internet” legislation has been in place far below the capacity observers expected 2 months after HADOPI began sending out notifications to alleged file-sharers. The secretary general of Internet Piracy admits they can send 4000 letters one day and just 500 another. However, they believe it can only prove that they aren’t a speed camera. Nevertheless, a total number of messages is still 100,000 in 2 month.
Meanwhile, some may remember the Ministry of Culture’s wish to send at least 10 thousand notifications daily. The supporters may blame the demand for judicial oversight for severely limiting the number of notifications the agency has been able to send out. Despite the fact that HADOPI receives over 50,000 suspicious IPs daily, it yet has only sent out 100,000 letters in total in the past 2 months.
In fact, only fifteen people, 12 experts and 3 judges, perform a task of verifying claims of alleged file-sharing, and their job is expected to only grow more difficult after 2nd warnings become possible.
Meanwhile, HADOPI couldn’t hide a large gap between the amount of copyright violation acts occurring daily and the number of notifications actually issued from pro-copyright organizations that are now expressing their frustration. They point out that there’s quite a gap between the number of their “incidents” a day and the replies to Internet Piracy. Of course, they can’t say that the situation is satisfactory. In short words, they can only express hope that HADOPI would send as many notifications as it receives, because deterrence will mean a massive message to the web.
In addition, CEO of French labels trade body also expressed his displeasure with the pace of the government’s notifications. He highlighted that the entertainment industry has been identifying and submitting more than 25,000 IP addresses of alleged file-sharers daily, which even increased to 50,000 recently, but the government’s figures reveal that HADOPI is nowhere near sending out that many.

|Well,I am french and not so proud but to be more specific about the numbers I never heard of any case about mails or so.|
I am myself doing as anybody is doing and so a lot of my friends but since Hadopi 2 I can assure you there is no mailing or whatsoever.It is a just scary story to make people believes that copying is bad.
We got internet,we got tools . You don't want us to copy anything just unplug internet and all the problem about it will be solve.
|Let's hope they get 100,000 one or two finger signs back! SHAME France and french citizens now have to use anonymous proxy sites to avoid getting sent infringement letters!||
