I've enjoyed Pulsed Media since it went online in 2009. (Service has been so solid, it's sort of timeless.) The founder is a network expert who formerly built and ran networks for large B2C companies. He's personally involved in the service, is onsite most of the time. The team is super: all support tickets get an almost instant reply and most are solved within an hour or two.
I have PM's smallest service. My shared-seedbox account costs me €12 a month, paid via PayPal. For that I get storage that I'm guessing is 50 GB -- I never get close to using even half my allotment -- but may be more than that, especially for people renting their own boxes.
Bandwidth is limited collectively, which means that if there is a slowdown due to congestion, everyone gets reduced, not just one class of users (e.g., the non-pro's like me). It hasn't happened while I've been online and no recent reports of slowdowns in the monthly e-newsletter.
PM's lowest cost service used to be limited, but apparently that just changed. Individual torrent downloads are now running up to and over 10Mbps each. There seems no limit other than the speed of the trackers and content servers. The more expensive services are hugely faster. (NOTE: I'm describing Pulsed as it is today. Services and prices may change over time.)
I've experienced only one shutdown in two years, for a few hours while new servers were brought online. Just that one.
I can confidently say I have found the best seedbox provider around. PM may not be Wheel and Deal City -- the founder doesn't negotiate or hold garish sales, he offers a market-tested spread of services and that's your choice -- but it's utterly reliable, protective of its users' privacy (it's located outside the USA, in a safe place), and seriously responsive to its customers' needs and suggestions.
