This opens the group policy editor. Then go to:
Local Computer Policy-->Computer Configuration-->Administrative Templates-->Network-->QOS Packet Scheduler-->Limit Reservable Bandwidth
Double click on Limit Reservable bandwidth. It will say it is not configured, but the truth is under the 'Explain' tab :
"By default, the Packet Scheduler limits the system to 20 percent of the bandwidth of a connection, but you can use this setting to override the default."
So the trick is to ENABLE reservable bandwidth, then set it to 2% for XP and 100% for Win7. This will allow the system to reserve at the optimum percentage, rather than the default 20%.
Win7 and XP do not need restart, just click apply.
works on XP Pro, Windows 2000 and Win7
other OS not tested.

The Local Group Policy Editor will only be available in the Windows 7 Professional, Ultimate, and Enterpise editions. You will not have the Local Group Policy Editor available in the Windows 7 Starter and Home Premium editions. |

firstly - there is no gpedit.msc in windows 7 starter and home premium. you can find gpedit.msc only in windows7 ultimate.
secondly - no way you can increase your download speed except getting a better plan from your ISP. you can find many articles on net that might be talking about 200% speed gain or 500% speed gain and they are all BS. yr bandwidth is controlled by yr ISP and by no means u can cheat on this and else if there is any way to cheat on this could get you in deep trouble.
finally - gaining 20% speed this is not really the case the speed will be the same as before doing the above mentioned trick. this is a reserved bandwith space which windows reserves for windows updates or for any other update process and disabling or enabling this will not make much of a diff. as windows is not always updating its files and whenever windows is under update process then it first check for reservable bandwidth and if this is disabled windows will still take its update bandwidth space frm the overall availabel bandwith - so it not actually a trick to increase download speed. |
