seeding issue

hi i am not good at this, but here goes every time i download from here extra torrent i get fast speed for a few minutes , well say around 100kb/s down and 20kb/s up but then my download drops to about 30kb/s and thats the way it stays , my upload is faster say around 30kb/s i have my setting set on u,torrents 1.6.1 by the settings on extra torrent but i did change this and that to see if it would pick up, if any one could help me in getting my download speed to go faster i would be greatful, on u, torrent it says tracker status (invalid url) what ever that is, and (working)(1424) 18 seeders and 37(6251) peers and speed is 17kb/s down and26kb/s up, this happens all the time on this site just cant get good downspeed and cant get any help from any one,oh my isp speed is 7meg download 70mbps
