Here Is A Solution How To Make Subtitles
Download A SRT (SUBTITLE) File
Rename it (For eg:- Frozen Grounds)
After Frozen Grounds Write Frozen Grounds.txt
Now it will be a text file

How To Make A Question about from a movie or video so vague??
What exactly do you mean by make from a movie or video?
Do you mean rip subtitles from a movie/video DVD?
Do you mean rip subtitles from a movie/video BluRay?
Do you mean rip subtitles from a movie/video file encoded and uploaded with softcoded subtitle file?
Do you mean rip subtitles from a movie/video file encoded and uploaded with hardcoded subtitle file?
or
Do you mean to make subtitles for a movie/video file that has no subtitles in any form(or none on the internet that can be downloaded)
All these have completely different methods and apps to deal with when making subtitles.
Let us know exactly what you mean for the help you need

Um????
Why change a text based subtitle file(.srt) and convert it to a .txt file? it will need converted back into a .srt file to be able to play it, so a bit pointless to change it in the first place, and that only works in the first place if the want to make a .srt file set of subtitles. Anyway if making up a sub file from scratch your better doing it using an app like Subtitle Edit or VisualSubSync and then save it as the file type you want.

Read the very last line which I have highlighted especially for you!
and to help you a bit better I have even re-phrased that for you,
All these the above have completely different methods process and apps software/applications to deal use with when making .srt file subtitles, some even need 2 or 3 software/applications to create a .srt file".
Also when using the term "ripping subtitles from", well, I will leave that to your imagination on why this would need to be done to create a .srt file(which if you look for is just one of many types of subtitles files)
So not to waste any more time, as I do not have much spare to do full tutorials on all the above list, please just let me know which one of the above would help you the most and I will do a quick tutorial for you(if one not here already).
PS, Damn, if I had just rubbed my mystic balls a lot harder I might have been able to see that you were talking about .srt file subtitles as there was no mention of that in your first post!
PPS, And yes i do know a bit about making/creating subtitle files, I have done it a few times before(just have a look at my torrents, where do you think I get my .srt files from?? the subtitle fairy? or Subtitle Claus??)
