humm qwest monitering internet usage and more....???

i just switched from comcast to qwest and now regreting it. we just got our internet shut off apperently qwest was monitering the usage of my bandwith but they actually named a few torrents that were being downloaded so i think they are doing more than just monitering the usage. is there anybody else having the same problem???
i never had this problem with comcast and i know its not fbi or any other law enforcment becuase i probably would have been visited.
