Finding the best settings / Icon

Ok how do i figure out the best download and upload settings are and how does that get things to run faster and is one more important then other? Its taking me 8 hours to d/l 698 mbs, seems ultra slow is this normal??

The test says for my dsl ( seems slow ) is 486kbs.

The icon on the lower left is supposed to be green( ? ) and it never is when i download its always yellow, whats that all about and whats the fix?

And one more thing, using w98se and can t figure out the Glodal setting thingy to check it out, how do i do that, i need intructions - thanks . .

Yes thats what my phone com said and dslreports 386 kps both seems very slow must harass my phone company some more about their dsl service, any ideas for speeding d/ls up - byeee
